The department “Horizon Europe Office in Ukraine”, NRFU regularly receives numerous requests from Ukrainian organisations interested in participating in the Horizon Europe Framework Programme calls. On August 28, the Office’s specialists held two online consultations, during which they provided practical explanations and advice on preparing for their participation in the calls.

The first consultation was organised for representatives of the GoLOCAL NGO, which is preparing a project proposal for the call: The role of civic and citizenship education for strengthening civic and democratic participation and support for common European values HORIZON-CL2-2025-01-DEMOCRACY-10.

During the meeting, the Office’s specialists provided recommendations on:

  • the structure and algorithm for preparing a project application
  • requirements for describing planned research and activities
  • forming work packages and defining the distribution of tasks among partners
  • preparing the high-quality part of the application (excellence, impact, implementation).

Special attention was paid to budgeting. The Office’s experts explained in detail the specifics of cost reporting for different categories, gave instructions on how to fill in the budget table, and pointed out common mistakes to avoid.

As GoLOCAL acts as the consortium coordinator, issues such as defining the roles and responsibilities of consortium members, preparing and signing the Consortium Agreement, and adhering to the principles of Open Science and open access to research results were also discussed.

This is the second consultation held by the Office for GoLOCAL within the framework of preparation for the call, which demonstrates the organisation’s consistent support and deep interest in participating in the Horizon Europe Programme. The first consultation took place on August 8 this year.

The second consultation was held for a representative of the Kyiv Institute of the National Guard of Ukraine, an academic institution that is just starting its way in the Programme.

During the meeting, the Office’s specialists:

  • presented an overview of the Programme, its goals and structure
  • discussed in detail the opportunities offered by Cluster 3 “Civil Security for Society”, in particular topics that may be of interest to the security and defence sectors
  • presented an overview of open calls and how to participate in them
  • and provided information about additional grant instruments, including the COST Programme, which could be an important launching opportunity for the institute.

Horizon Europe Office in Ukraine, NRFU continues systematically supporting Ukrainian organisations and institutions aiming to join the Programme and integrate into the European Research Area.
