Specialists of Horizon Europe Office in Ukraine, NRFU held the first consultation as part of the Office 2.0 activities
On September 23, the team of Horizon Europe Office in Ukraine, NRFU, as part of the activities of the Office 2.0 (HEOinUA 2.0), provided an online consultation to representatives of Odesa I. I. Mechnikov National University (https://onu.edu.ua/en/). In particular, the request sent Doctor of Philosophical Sciences, Professor, Head of the Political Science Department at ONU I. I. Mechnikov, Vasyl Popkov.
The requester had no previous experience of participating in the Horizon Europe Framework Programme but was very interested in it in terms of the university’s international grant activities, as well as for securing additional funding from the EU. The leading officers of the Office 2.0 prepared presentations with information on the questions raised by the representative of ONU I. I. Mechnikov.
Thus, Maksym Kolisnyk gave an overview of the opportunities of the Horizon Europe by clusters and components, particularly those that could be of interest to the requester. He provided information about the goals, objectives, and structure of the Programme, as well as the results of Ukraine’s participation in it. The officer noted a significant increase in key indicators of participation by higher education institutions in the Programme, including funding amounts, unique participants, and the number of grant agreements. He focused on the key documents required for participation and about open calls within the work programs 2026-2027. Among other things, he presented current opportunities within several HE components, as well as the conditions and specifics of participation for Ukrainian universities.
Information about the network of HE National Contact Points and the possibility of involving specialised NCPs for consultations on writing and submitting a proposal, finding partners, consortium requirements, and other questions that the university team might have during preparation for participating in the Programme was presented by Lyudmyla Lisova.
Additionally, Olga Kurykina talked about approaches to funding Horizon Europe projects depending on the type of action, in particular RIA, IA, and CSA, and the funding models Actual Costs and Lump Sum, as well as the specifics of their application within Widening Participation instruments and thematic clusters. She explained to the requester the main categories of project expenses, rules for budget planning, calculating personnel costs, involving subcontractors, and accounting for indirect costs. Opportunities of using the Horizon Dashboard to assess the reasonableness of the planned budget were also presented, and the importance of considering the provisions of the European Commission’s main guidelines during project preparation and implementation was highlighted.
This was the first consultation conducted by the members of Horizon Europe Office in Ukraine 2.0 since its launch. We remind that the department Horizon Europe Office in Ukraine of NRFU continued its work under the project Horizon Europe Office in Ukraine as a key National Contact Point (NCP) 2.0 (HEOinUA 2.0), which started on September 1, 2026.
