FAQ about how to participate in the Horizon Europe Programme

Legal entities of any type may apply for participation in the Programme’s calls for proposals, provided they possess the operational and financial capacity to execute the proposed activities. Consequently, the following entities are eligible to participate in the calls for proposals of the Horizon Europe Programme:

• research institutions;
• universities;
• private enterprises, including small and medium-sized enterprises (SMEs) and start-ups;
• governmental institutions;
• public organisations, charitable foundations, associations, etc.
• Certain calls are also open to individual researchers affiliated with research institutions and enterprises of various forms of ownership.

Within the auspices of the European Research Council (ERC), the Programme offers financing for individual researchers. Individual fellowships are also available under certain Marie Skłodowska-Curie Actions (MSCA) initiatives.

There are several possible ways to find partners:

1. Partner search function on the EU Funding & Tenders Portal. You can search both in the general menu and under each certain call announcement. A list of organisations seeking partners can be found there as well. You can also share personal details in this section so that other users can easily find your oganisation.
2. CORDIS serves as a portal for projects that have received funding, allowing you to explore successful projects and access information about their partners.
3. In addition to introducing participants to one another, brokerage events (B2match) give them the chance to pitch their ideas to a variety of partners with a shared interest in an area of expertise. These can take place in a hybrid manner, online, or offline.
4. Participation in COST initiatives, one of the primary objectives of which is to form alliances to potentially propose larger projects to the Horizon Europe Programme later on. The ability to participate as a partner in initiatives being undertaken is one of the primary benefits of COST projects.
5. Social media, such as LinkedIn or Facebook, and active participation in specialised networks.
6. Participation in scientific conferences and publishing scientific papers in co-authorship with foreign colleagues.

Existing partnerships within the organiіation (bilateral projects, cooperation agreements, etc.).

The EU Funding & Tenders Portal provides a list of open and forthcoming calls for proposals related to the Programme. By applying various filters, such as keywords, you can quickly identify and select the calls for proposals that interest you.

As an Associate Member of the Horizon Europe Programme, Ukrainian organisations are afforded the same opportunities for project development and implementation as those based in the EU. However, specific calls may have additional requirements regarding participant eligibility. Therefore, it is essential to thoroughly review the conditions of each call.
