Work package 1 “Identification, preparation and implementation of Joint Call”

Objectives, planned activities and expected results:
The objective of this work package is to implement necessary preparatory steps for a joint Ukrainian-European R&I funding initiative and to launch the first Joint Call for multilateral R&I consortia.
Planned activities:
- Performing of desk research and data collection to gain an overview of the current Ukrainian R&I landscape. A Delphi survey will be conducted to identify trends in Ukrainian-European R&I cooperation. The trends and thematic fields identified by the Delphi will be discussed during citizen visioning and foresight workshops.
- Identifying funding parties for the joint Ukrainian-European R&I funding initiative. The commitment (including funding budgets) of prospective funding parties will be defined.
- Defining responsibilities and launching operations of the coordination infrastructure needed to implement the funding initiative.
- Overseeing and managing the evaluation of project proposals submitted, the process of decision-making on funding, and the administration of funded projects.
Expected results:
- Definition of relevant R&I priorities, focussing on (i) addressing global challenges and the Sustainable Development Goals and (ii) supporting the Ukrainian R&I ecosystem getting involved in tackling those challenges together with their international partners.
- Establishment of a group of funding parties and creation of the structural, administrative and technical basis for the Joint Call.
- Successful implementation of the Joint Call for European-Ukrainian R&I consortia.
Work package 2 “Empowering Ukraine – think, decide, act”

Objectives, planned activities and expected results:
This work package aims to empower quadruple helix stakeholders in Ukraine and EaP countries through a dynamic Knowledge Hub embracing an agile and co-creative learning.
Planned activities:
- Building a Knowledge Hub for capacity training in EU policy, science diplomacy, technology foresight, research management and public engagement.
- Strengthening science-business collaboration and innovation commercialization.
Expected results:
- Creation of the toolbox for capacity building with useful methods developed and disseminated in the knowledge hub.
- Development of the guidelines for science and business collaboration.
- Organisation of a stakeholder conference for policy dialogue with EU Commission and EaP countries.
- Provided substantial input for a Strategic Research and Innovation Agenda (SRIA).
Work package 3 “Assessment of progress and results”

Co-Lead: Manfred Spiesberger, Centre for Social Innovation, Austria
Objectives, planned activities and expected results:
This work package ensures the effectiveness and long-term impact of the project by monitoring and evaluating joint call calls and capacity building activities, helping to refine processes and maximize societal benefits.
Planned activities:
- Develop and implement a structured monitoring and assessment framework to ensure transparency and accountability for stakeholders.
- Track and evaluate the Joint Call process, providing feedback and insights to the Call Steering Committee.
- Assess the impact of joint activities on research, innovation, and capacity building, ensuring stakeholder needs are met.
- Engage stakeholders through surveys and feedback sessions to refine procedures and improve future actions.
Expected results:
- Tracked progress of the implementation of the joint multilateral call for identification of the areas for improvement and ensure transparency in funding calls.
- Performed assessment of the outcomes and stakeholder engagement in the project activities.
- Monitored and assessed project impact and lessons learned.
Work package 4 “Communication, dissemination, exploitation”

Co-Lead: Igor Taranov, National Research Foundation of Ukraine, Horizon Europe Office
Objectives, planned activities and expected results:
The objective of this work package is to raise awareness about the European Research Area, to engage relevant R&I stakeholders and to boost the uptake of R&I results in economy and society through a wide range of communication, dissemination and exploitation actions.
Planned activities:
- Development of the Communication, Dissemination and Exploitation Plan and Stakeholder Engagement Plan for successful implementation of the communication and visibility activities.
- Organisation of communication and dissemination events for R&I ecosystem stakeholders.
- Promotion of capacity building results, sustainable development goals and results of the joint multilateral call.
- In-real time monitoring of the communication, dissemination and exploitation activities.
Expected results:
- Raised awareness about the importance of research and innovation, sustainable development goals and project activities.
- More than 500 stakeholders altogether are involved in different project activities.
- Published success stories of joint multilateral projects and capacity building activities.
Work package 5 “Project coordination and management”
Lead: Jörn Grünewald, DLR Project Management Agency, Germany
Objectives, planned activities and expected results:
This work package ensures the overall management of LUKE by coordinating partners, data management, financial administration, as well as supporting the project management bodies.
Planned activities:
- Project coordination, including the signing of a consortium agreement, organisation of project meetings, and communication amongst project participants.
- Supporting the implementation and day-to-day business of project management bodies relevant for LUKE.
- Ensuring that management procedures for all data that will be collected, processed and/or generated and if applicable disseminated is in the framework of the project in line with the Guidelines on FAIR Data Management in Horizon Europe.
- Frequent communication with the European Commission and the project coordinator will act as the intermediary for all communication between the beneficiaries and the European Commission.
Expected results:
- Concluded a consortium agreement is concluded among consortium partners.
- Implemented a quality assurance plan.
- Provided final evaluation report and periodic reports to the European Commission
