Experts from Horizon Europe Office in Ukraine, NRFU, held a training focused on the practical aspects of participating in the Horizon Europe Programme
On April 7, 2026, experts from Horizon Europe Office in Ukraine, NRFU, held a training event dedicated to the practical aspects of participating in the Horizon Europe Programme, in Kyiv. This time, with a focus on financial issues. The event brought together representatives from higher education institutions, research organisations, government bodies, the business sector and other stakeholders interested in deepening their understanding of budgeting when submitting Horizon Europe project proposals.
The event was opened with welcoming speeches by Olga Polotska, Executive Director of the National Research Foundation of Ukraine; Hryhoriy Mozolevych, Director General for Science Development, the Ministry of Education and Science of Ukraine; and Yehor Pyvovarov, Policy Officer for Research and Innovation at the EU Delegation to Ukraine.
During the training, the Office’s experts shared current information with participants on the rules for budgeting project proposals, focusing on the latest forms and key changes for 2026-2027; funding models and their specifics, in particular: cascade funding and the Unit Cost Model on the example of MSCA Postdoctoral Fellowship; the details of individual ERC and EIC grants. Separately, they reviewed the Hop-On Facility as an additional funding tool.
Among other things, participants were given a detailed overview on the Horizon Europe rules for regulation: types of payments, the European Commission’s reporting requirements, and the tools for submitting reports. Special attention was paid to the practical application of the European Commission’s requirements, taking into account Ukrainian legislation, with a view to complying with both parties’ regulatory frameworks.
At the end of the event, a very intense Q&A session was held. Participants, both attending in person and online, asked the Office’s experts many questions, and received thorough answers and explanations.
Summing up the event, the Deputy Head of Horizon Europe Office in Ukraine, NRFU, Nataliia Didenko, encouraged participants to join the Programme and assured them of the comprehensive support that the Office provides and will continue to provide to Ukrainian organisations to improve their participation in the Programme and assist in the preparation of high-quality project proposals.
