Horizon Europe Office in Ukraine, NRFU, held another consultation for the NGO GoLOCAL
On March 27, specialists from Horizon Europe Office in Ukraine, NRFU, held a regular consultation for the non-governmental organisation GoLOCAL, focusing on experts’ comments following the evaluation of the project application, as well as preparations for drafting the next application.
The main focus of the meeting was on developing the structural logic of the project application, in particular in line with EU approaches. It was noted that the feedback received from the experts largely corresponds to the recommendations provided by the Office during previous consultations, so these should be given special attention and taken into account when drafting the next project proposal.
Among the key aspects discussed were:
- how to structure a project as an EU-level solution by linking it to specific policies and frameworks, where the Ukrainian context serves as a tool for testing and scaling up, rather than as the core of the project’s logic;
- how to structure the project: from EU policy and specific competences to the implementation of results and measurable impact, ensuring the causal integrity of the application;
- how to integrate a multi-level implementation system into a single implementation model with a clear assignment of functions and scaling channels;
- how to define each partner’s role through their indispensable function within the project and avoid potential mistakes in consortium building using the analysed project as an example.
Special attention was paid to the need for early preparation of the project application, which allows not only for the high-quality structure of the application but also for the integration of EU policy requirements, expectations of experts, and previous experience of participating in the Programme.
Based on the results of the consultation, it was determined that the experience gained from analysing the application and the experts’ comments provides a foundation for significantly strengthening the next project proposal, in particular through a greater focus on European values and practices, alignment with the EU framework, and a systematic review of the roles of partners within the consortium.
