On April 14, as part of the cooperation between Ukraine and the Baltic States, an international networking brokerage event, dedicated to finding partners under Horizon Europe Cluster 3 Civil Security for Society, was held online. The event brought together representatives of the scientific community, business, law enforcement agencies and other stakeholders working in the security sector from Ukraine, Lithuania, Latvia and Estonia with the aim of establishing partnerships and forming future international consortia. Representatives of Horizon Europe Office in Ukraine, NRFU, took part in the event.

During an information session Horizon Europe National Contact Points for the relevant field of activity presented current priorities within Cluster 3 and opportunities for participation in the Programme. In particular, Olga Kurykina, Leading Officer, presented the results of Ukraine’s participation in the Programme under this Cluster and outlined the potential for further cooperation.

Participants also had the opportunity to learn about successful projects and practical experience in their implementation. Ukraine was represented by Olena Ogir, the manager and scientific leader of the working group of Horizon Europe AGILE project (Senior Researcher of the G.E. Pukhov Institute for Modelling in Energy Engineering, the NAS of Ukraine). She spoke about the successful implementation of the project.

The pitching session attracted particular interest, during which representatives from Ukraine and the Baltic States presented their ideas, expertise and proposals for cooperation. Representatives of research institutions and organisations, particularly in the fields of cybersecurity, the fight against crime and terrorism, and the development of dual-use technologies, took part in the pitching session.

The event served as a platform for establishing new contacts, exchanging experience and seeking partners to prepare joint project proposals. It is expected that, as a result of the event, new international consortia involving Ukrainian organisations will be formed to jointly participate in the Horizon Europe calls 2026.

The event was organised by the Latvian Council of Science, the Research Council of Lithuania, the Estonian Research Council (ETAG), and Horizon Europe Office in Ukraine, NRFU.
