On May 26, 2025, Horizon Europe Office in Ukraine, along with the Ministry of Education and Science of Ukraine, held Round Table: Strengthening institutional capacities and national networks to facilitate Ukraine’s participation in the European Research Area. The event became the platform for presenting the final report on the development of research infrastructures under the Horizon Europe Programme (PSF Country: Support to Ukraine on Research Infrastructures policies), conclusions and recommendations from the European Commission experts.

The report contains general conclusions and detailed recommendations for improving Ukraine’s research infrastructure policy. Among the speakers: Jana Kolar, Chair of the Expert Panel, Manfred Spiesberger, Rapporteur of the Expert Panel, Sven Fahrner, Expert on governance and effective management of public Research Infrastructures, Hanifeh Khayyeri, Expert on effective and efficient funding systems for Research Infrastructures, Damien Lecarpentier, Expert on the introduction of Open Science in Research Infrastructures, including FAIR principles, Agnieszka Grazyna Zalewska, Expert on international integration of Research Infrastructures.

The aim of this PSF Country review to support Ukraine, which ran June 7, 2024 – March 31, 2025, was to provide external state-of the-art advice and operational recommendations to the country’s authorities that in turn would help focus limited public funds to stimulate the development of additional cutting-edge Research Infrastructures, which would become a place of attraction for Ukrainian and European researchers and increase research and innovation production and quality. Comprehensive support for the governance and effective management of the state research infrastructure included recommendations for an effective and efficient funding system, the introduction of Open Science and the international integration of research infrastructures.

In addition, the second part of the event was a training session for representatives of the Ukrainian NCP network responsible for monitoring the implementation of the Horizon Europe Programme. The training focused on the opportunities of the European Institute of Innovation and Technology (EIT) and the Joint Research Centre (JRC). In particular, Liudmyla Lisova spoke about the specific aspects of the JRC and its functioning and role in achieving the aim of Horizon Europe, while Oleksandr Moiseiev and Maksym Kolisnyk presented EIT, Knowledge and Innovation Communities (EIT KIC) and their current opportunities.

This is the fifth training held for Ukrainian National Contact Points by Horizon Europe Office in Ukraine. More events of this format are planned.
