Info guide on the involvement of Ukrainian participants into Horizon Europe with focus on green energy and technology
Horizon Europe Office in Ukraine, NRFU, presents statistics on the involvement of Ukrainian participants in Horizon Europe with a focus on green energy and technology as of 01.04.2025.
The Horizon Europe Strategic Plan for 2025-2027 clearly defines three key pillars of the Horizon Europe Programme (hereinafter referred to as the Programme) for the next three years: green and digital transitions and sustainable, competitive, inclusive Europe. At the same time, 35% of the Programme’s resources for the period of implementation of the Strategic Plan will be directed to measures to combat climate change, the key to which is the decarbonisation of energy as the largest source of greenhouse gas generation. Given that Europe is a continent that is the world leader in temperature rise on its territory, and the war in Ukraine has highlighted the need for the EU to switch to renewable energy sources, the green transition remains one of the key priorities of the Programme and represents a wide range of opportunities for Ukraine.
Within the Programme, the calls for proposals aimed at supporting green energy are mostly represented in Cluster 5: Climate, Energy and Mobility of Pillar II: Global Challenges and European Industrial Competitiveness. Within this Cluster, 28 (out of 41) funded grant applications of Ukrainian applicants directly related to the introduction of green technologies and decarbonisation of the energy sector, worth about EUR 12.7 million. The average success rate of Ukrainian participants in Cluster 5 is 17% (with an average success rate of 14.9% within the Programme).
It is important to note that there is a strong dynamic in the growth of funding every year:
- 2022 – 4 grant agreements were signed with a total amount of funding from the EU of €1.96 million
- 2023 – 10 grant agreements with a total funding of EUR 4.74 million
- 2024 – 14 grant agreements with a total funding of EUR 6.0 million.
Ukrainian participants are attracting funding in various areas with a focus on green technologies: EUR 5.17 million for the development of green energy from alternative energy sources; EUR 2.54 million for green solutions in transport; EUR 1.84 million for the decarbonisation of the aviation industry; and EUR 3.03 million for institutional and coordination support for green transition initiatives.
It is inspiring that among the participants are those who have already attracted funding of more than €1 million to Ukraine, in particular: Institute of Sorption and Endoecology Problems of the National Academy of Sciences of Ukraine, Gas Institute of the National Academy of Sciences of Ukraine and Kyiv National University of Technologies and Design. These results indicate the high level of competence of Ukrainian participants and motivate them to further, more extensive participation in the Programme in the areas of green energy and green technologies.
