The team of Horizon Europe Office in Ukraine, NRFU, continues to provide online consultations to representatives of the public sector, higher education institutions and state bodies.

Thus, specialists of the Office provided advice to representatives of the Independent Anti-Corruption Commission (NACO) – a public organisation, the purpose of which is to reduce the level of corruption and promote good governance in the defense sector. Specialists of the Office presented the strategic orientations and structure of the Horizon Europe Programme, the specifics of pillars and programme components, the innovations of the Work Programme in 2026-2027 and the peculiarities of participation for public organisations, with an emphasis on direct support planned by the European Commission for Ukrainian applicants within the framework of the calls in 2026-2027.

The questioners were also informed about the practical aspects of participation in the Programme. It was about working with the EU Funding and Tenders Portal, which serves as the main working tool for mandatory formal steps from registering an organisation to choosing calls, finding partners, etc.

In addition, representatives of the Bila Tserkva National Agrarian University. The institution of higher education is a beneficiary of the project of the European Institute of Innovation and Technology within the framework of the specialised call for higher education institutions EIT Higher Education Institutions (HEI) Initiative Call for Proposals 2024. The specialists of the Office spoke in detail about the rules of budgeting, features of reporting and auditing in terms of the Programme. Specialists also answered a lot of questions related to specific financial aspects in the management of grants of the European Institute of Innovation and Technology.

Another online meeting was held with employees of the Odesa Regional Chamber of Commerce and Industry (ORCCI) and Union of Constructors of Southern Ukraine (UCSU). At the beginning of the meeting, representatives of the Odesa Region talked about the areas of activity of the organisations, current problems and challenges that they face in the conditions of daily attacks by the aggressor on one of the key logistics hubs of Ukraine – Odesa Port. In particular, they emphasised the growing need for innovative solutions and approaches to solving logistics and transport issues, planning spatial development and urbanised areas, etc.

For their part, the Office’s specialists presented strategic priorities, conditions for participation in the Programme, rules for preparing high-quality project proposals and the procedure for their evaluation. They focused in more detail on the current opportunities of the Programme in the context of reconstruction, restoration and development of South Ukraine. In addition, the requesters were provided with clarifications on the practical steps to be taken to participate in the Programme, in particular, working with the EU Funding and Tenders Portal. The most common mistakes that applicants should avoid when submitting project proposals were also analysed.

As a result, the parties considered possible formats of further multilateral cooperation, among other things, discussed the organisation of joint events aimed at informing, strengthening and realising the innovative potential of residents of the Southern part of Ukraine.

Online consulting was also conducted for the Interregional Center for Humanitarian Demining and Rapid Response of the State Emergency Service of Ukraine. The organisation is preparing to participate in the project under the Horizon Europe Cluster 3 call. Specialists of the Office, led by its Head, provided answers to the request addressed by the emergency and rescue formation, in particular regarding financial and other issues related to the implementation of the project.
