Specialists of Horizon Europe Office in Ukraine, NRFU, continue to provide consultations on participation in the Horizon Europe Programme
The department “Horizon Europe Office in Ukraine”, NRFU regularly receives numerous requests from Ukrainian organisations interested in participating in the Horizon Europe Framework Programme calls. On August 28, the Office’s specialists held two online consultations, during which they provided practical explanations and advice on preparing for their participation in the calls.
The first consultation was organised for representatives of the GoLOCAL NGO, which is preparing a project proposal for the call: The role of civic and citizenship education for strengthening civic and democratic participation and support for common European values HORIZON-CL2-2025-01-DEMOCRACY-10.
During the meeting, the Office’s specialists provided recommendations on:
the structure and algorithm for preparing a project application
requirements for describing planned research and activities
forming work packages and defining the distribution of tasks among partners
preparing the high-quality part of the application (excellence, impact, implementation).
Special attention was paid to budgeting. The Office’s experts explained in detail the specifics of cost reporting for different categories, gave instructions on how to fill in the budget table, and pointed out common mistakes to avoid.
As GoLOCAL acts as the consortium coordinator, issues such as defining the roles and responsibilities of consortium members, preparing and signing the Consortium Agreement, and adhering to the principles of Open Science and open access to research results were also discussed.
The second consultation was held for a representative of the Kyiv Institute of the National Guard of Ukraine, an academic institution that is just starting its way in the Programme.
During the meeting, the Office’s specialists:
presented an overview of the Programme, its goals and structure
discussed in detail the opportunities offered by Cluster 3 “Civil Security for Society”, in particular topics that may be of interest to the security and defence sectors
presented an overview of open calls and how to participate in them
and provided information about additional grant instruments, including the COST Programme, which could be an important launching opportunity for the institute.

On August 27, the team of Horizon Europe Office in Ukraine, NRFU held personal consultation for interested parties in EU grant programmes, in particular the Horizon Europe Programme. Serhii Kutishchev, CEO of Ukraine Tech LLC, applied to the Office’s specialists. The company is engaged in the development and manufacture of heavy combat unmanned ground systems and has developed a concept for the high-quality implementation of such systems. Join on 30 September for a joint webinar by MIP4Adapt and the Green Deal Projects Support Office exploring innovative ways to engage private investors and insurers in financing adaptation and nature restoration. This webinar organised jointly between the Climate Adaptation Mission Implementation Platform (MIP4Adapt) and the Green Deal Projects Support Office (GD-SO) will bring together lessons and experiences from private actors, projects and European regions and local authorities on how to effectively engage the private and insurance sectors to invest in climate adaptation and nature restoration projects.

The event is especially intended to help authorities that are on the implementation stage of the adaptation planning cycle (Step 5 of the RAST) to identify innovative ways to finance climate adaptation projects. Participating authorities are encouraged to invite representatives of their financial teams dealing with the implementation of climate related projects.
